Crowdsourced Clue Identification for CSAM Investigations

Develop a secure, privacy-preserving platform that enables law enforcement agencies in Kerala to seek public assistance by sharing non-identifiable visual clues from CSAM or related cases, inspired by Europol’s “Trace an Object” initiative. There is a critical need for a trusted digital platform where law enforcement can share carefully curated images or object details from active child exploitation cases—without compromising victim privacy or investigation integrity. The public will be invited to help recognize locations, objects, or scenes, boosting investigative reach through crowdsourced intelligence.

  • Leverage AI (segmentation, object detection) to isolate and sanitize images/videos
  • Ensure automated privacy protection for all shared content
  • Allow for secure tip submission and correlation with existing cases (deconfliction)
  • Include report automation tools to reduce manual workload

Expanding Grapnel for CSAM Takedown & Integration

Transform Grapnel from a dark web crawler into a comprehensive platform for detecting, reporting, and assisting in the takedown of CSAM and other harmful content across the web. Grapnel has already proven its utility in scanning the dark web for illicit material. The next step is to expand its role.

  • Accept public and partner-submitted reports of harmful content
  • Use AI to generate descriptive tags based on global CSAM schemas
  • Enable image-based crawling and real-time alerts on known hashes
  • Support automated takedown workflows by identifying platforms and services hosting CSAM
  • Provide robust APIs and plugin frameworks for integration with tools like Katalyst and Griffeye
  • Push alerts via webhooks or secure email to investigators and systems
